Would it be possible to use a saw set on a tenon saw to create a 1.5mm kerf?

It should be but you might need to play around a bit to get it right. Your bigger problem will be not making the kerf wider by sloppy sawing action.
What you trying to do?

If I can't get a circular saw blade to do the job then perhaps by hand.
As for holding the saw steady I'll use a mitre guide of some sort.
