Whilst this might belong in the metalwork section, the application is for wood work and no special tools needed especially if you have access to a friend with a welder.

Are pipe clamps unusual over there? For bigger clamps, they're pretty much standard here. One thing about that set is old style though--newer ones here have a wide extension on the bottom casting to form "feet". That way you can lay out panels on the floor and the pipe clamp won't roll over when you're arranging the pieces for glue-up.
