I cant find an AC/DC charger for my Titan Li-ion cordless drill.
The wires have broken too close to the adapter itself to repair and I've been unable to break into it to see if I can rewire the cable.
How critical is the output spec of 21v? Will an 18v or 24v be Ok to use?
I do not think therefore I do not am.

Li-Ion batteries need to be charged under carefully controlled conditions. I would not advocate using any charger other than the one designed for the job.
Continue with efforts to open the charger would be my advice.

These things are not designed to come apart easily. I fear I may bugger it even more by the time I break it open

These are often best opened by cutting along the seams. Careful use of bandsaw with an old fine tooth blade is my usual approach only going in by a couple of mm all round to start with.
