Durable Garden Furniture Treatment

I took our youngest Granddaughter to our local park last week and noticed that all the wooden furniture was painted in a plum coloured thick plastic paint that seemed very durable.
Any ideas what it might be?

They'd also used some rubberised wood chipping as safety matting too, making a nice change from the usual black stuff:

Rod, could be a resin based product, like in paint, but more plastic.
(resin as in melamine etc.)

The paint could be - it looked pretty thick and very durable.

At a horse riding school my daughters went to there was a mulch of old electrical cable covers on the floor. Looks similar.
