LOL...I've had to apply a little alliteration as Google kept on popping up with the answer. It's nothing at all to do with the conference itself or its organisation but an issue of such import in cities around the world that it was the number one topic under discussion.

Clue: This conference was held quite a number of years ago.

OK after googling, I'll not spoil your fun but I found several references one was quite explicit and is possibly what you are getting at but another reference covers several topics of nominal similar weight.

I seem to remember this sort of problem being mentioned when I was studying statistics and forecasting many years ago. In the late 19th century, forecasters were predicting that, with the growth in traffic, London and other large cities would grind to a halt because they couldn’t dispose of the merde quickly enough and the roads would end up being 6 feet deep with the stuff. What they didn’t factor into their forecasts was the arrival of the internal combustion engine. There was a similar problem with forecasts of rail traffic in the United States pre Second World War where it was thought that, in future years, there wouldn’t be enough capacity on the railways to transport the growing numbers of people wanting to travel from east to west and vice versa. This time they didn’t factor into account the growth of the airline industry. I've always taken forecasts with a pinch of salt especially those relating to Government budgets!

I've been involved in building major roads most of my working life and the Department of Transport/ Highways England (and all it's other guises) has always grossly underestimated traffic growth over the years!

OT:

same as river / flood management !

US (ala Greece Lightning pink slip race) has made concrete rivers for a very long time

I was in Trinidad in the 80's .. they had similar

I can't think of anything like that over here ?

We have the Thames flood barrier .. but I think that is struggling these days !

Windmills (holland) have done much better for quite a while ! ;)
