My experience was with wires in the lighting equipment itself and there single insulation wiring was allowed as long as not normally accessible, properly retained and the housing was earthed. What the contractor did wiring supply was not our problem. So correct practice I can't say but I've never seen anything like the way yours is wired and I've been to quite few commercial installations
