I think there are 20 packs there. By comparing the two photos, there appears to be four more sections not entirely visible through the front package window.And not as advertised, 16 instead of 20 packs.
Yes, that wad is cardboard padding.... 50% product 50%padding.Although it does look as if the main thickness of the produc is a dirty great wad of Stuff between the two layers of product.
But yes, technically 20 pieces.
I have no idea whatsoever about how much a packet of plasticene costs. I suspect the last packet I bought was about 1s/3d.

I'm not a plasticine manufacturer, but I do know how to make it ( and other modelling materials ) , and have used it extensively ( still do ), hence my post with some details and information about it there.
